Be sure to add the following lines to /etc/devfsd.conf, if you want normal users to have access to sound and to be able to format floppies using kfloppy:
REGISTER sound/.* PERMISSIONS root.users 660
REGISTER snd/.* PERMISSIONS root.users 660
REGISTER floppy/.* PERMISSIONS root.users 660
