Compared the current version to 4.1.22 and noticed that virtualbox-guest-modules is missing the following file:
/lib/udev/rules.d/60-vboxguest.rules
Containing the following two lines:
ACTION=="add", KERNEL=="vboxguest", SUBSYSTEM=="misc", OWNER="root", MODE="0600" ACTION=="add", KERNEL=="vboxuser", SUBSYSTEM=="misc", OWNER="root", MODE="0666"
After updated vbox additions, I could not copy & paste between guest and host, but this fixed it. Thank you and please report bug.
]]>PS : I also did the following which I tested on a CHAKRA VM, where I was getting the Gallium Driver too
mv /usr/lib/dri /usr/lib/dri.bak
ln -s /usr/lib/xorg/modules/dri /usr/lib

Manually creating the file after installing virtualbox-guest-modules and virtualbox-guest-additions solved my issues.
I'll try and report it as a bug if you can verify that this workaround also works in your system.
