For the record:
- systemctl suspend caused the same issue
- lid was disabled in GNOME tweaks (but I have enabled it now and it's working fine)
- logind.conf had everything disabled
I am unable to provide journal as I forgot what the kernel parameter was, but removing it fixed the issue, thanks!

cat /etc/systemd/logind.conf
- Enable SysRq and reboot your system using the REISUB sequence when stuck.
- Grab a complete journal log of the affected boot afterwards and share it here.
