/var partition always busy at shutdown

For a while now, during the "unmounting file systems" portion of the shutdown, I've been getting messages that sda5 (/var on my machine) is busy and is mounted read-only.  How can I figure out what's keeping it busy, and fix the problem?

Are you put into a shell? Can you do lsof?

No.  After displaying the message the computer turns itself off.
