cpu throttling?

recently bought a second-hand P4 670 ES CPU (3.8GHZ) for my media server.  when arch boots i get some cpu throttling messages, when i look in kernel.log i can see the following:

does it mean the cpu is throttled or not?

It seems to be it is telling you like it is" CPU temperature is above my BIOS threshold therefore I am throttling". So get into your BIOS and check what the CPU temperatures are and also what the throttling temperature is set at. The throttle temp should be at about 70-80degC. If the CPU temp is high (above 60degC) and the machine is just idling then you either have a CPU fan problem (or too much dust in the heat sink fins) or the heat sink compound between the CPU fan and the CPU chip die needs to be renewed.

there appears to be no throttle temp in the BIOS.  in CPU features, the following are configured:

delay prior to thermal: 16 min
thermal management: thermal monitor 2
limit cpuid maxval: disabled
c1e function: disabled
nx bios control: enabled

voltage to the cpu is set at 1.4v.

using smart fan, a temp tag can be set but this does not have any impact on the throttle, rather it controls when the cpu fan kicks in.

note i changed the cpu fan to a quiet fan, it idles around 65C.  still, that should not cause it to throttle on boot right?

hummm, the cpu voltage was previously set to 1.5v.  i noticed it said 1.4v in PC health status in BIOS so i changed it to lock it at 1.4v.  now i don't get the cpu throttling anymore.

will see how this goes...
