My laptop is dual boot: Win 7 Pro 64 and Arch 64. Every time I ran Arch, Windows clock will be messed up (and vice versa).
I already hade HARDWARECLOCK="localtime" in the rc.conf, but that still doesn't work.
Any idea?

define "messed up". Does the clock run faster or slower or completly stoped?

Try this: https://wiki.archlinux.org/index.php/NTP

about 26 minutes slower than it should be
for example: let's say my current time is 11.00 PM (my timezone is Asia/Jakarta), but the date command says:
Thu Dec 23 22:33:29 WIT 2010
So I corrected the time manually, and tried using NTP.
It worked.

Do this in rc.conf
HARDWARECLOCK=
(leave blank).
It will solve your problem...
