ati radeon not full screen

i recently bought a new graphics card, i followed the instructions on https://wiki.archlinux.org/index.php/Ati and it works, just for some reason it's not "full screen" the resolution is 1920x1080 but the edges of the screen are black for about an inch on all sides... how do i fix this?

well hdmi but it seems i broke it even more now when i boot all i get is a bunch of thin colorful lines and when i try to ctrl-alt-f2 the monitor just goes to sleep and i can't do anything.

post is the thingy that is run when you get that nice "press foo to enter bios" message, where it counts up the ram and lists your hd's and so on

The POST is the output from the BIOS detection and tests (the stuff that comes up before grub/lilo).
The reason for asking if you get the POST is because, if you don't it, you likely have a hardware issue.

I'm using an ATI 5450 with a panel at 1900 x 1080 and I get the same black borders using HDMI. IMHO, it's better than the VGA cable I replaced since that display was missing about 5 pixels from the right side.

I'm using Catalyst so I don't think the border is a driver issue.

oh i usually refer to that as the bios. and i do get it, just when i boot arch. i actually am now back to my initial problem (having fixed the one where the display goes crazy) but i've acquired a new one as well. now, when i login as a normal user, once the "fusion-icon" portion of the startup applications runs, i just get logged out again. the main problem however is still that not all of the screen is occupied.

Maybe underscan is activated.
You can disable it by

xrandr --output DVI-0 --set underscan off

Replace DVI-0 with your output-device.
