Things done differently when boot with/without initrd?

Don't know if I should post here or in the systemd thread...

When system start with initrd, systemd works fine, otherwise the system hangs about 30~40 seconds before poweroff while the kernel complianting about something reading the stopped disk.

The only difference I notice so far is when boot with initrd, /dev/sda9 is mounted as /, otherwise /dev/root is mounted as /.
