bluetooth not dectcting devices

i've had this problem for quite a while,i connect my usb bluetooth adapter and i click on set up a new device,it just shows me it's searching but it never finds anyting,if i try looking for my computer bluetooth with my phone and i find it because it's on and also visible and then i try to pair with it the computer immediately asks me for the passcode to pair with my phone,it's weird,can you help me fix this?,or is there a command line i can use to find out what the problem is,or a program to reset everything so it goes back to the default settings because it worked fine in the past
