Gnome 3 - disable GDM restarting when rebooting

When I reboot from Gnome 3 (fallback mode), GDM restarts in the process of shutting down. To explain it more clearly, this is what happens:

1.) I go to "User menu", then press "Shut Down...". A windows appears with various choices. I select "Restart".
2.) Gnome 3 closes down
3.) For a brief moment I see tty1
4.) GDM starts, user login window appears
5.) GDM closes down
6.) I see tty1 again. At this point sometimes steps 4 and 5 repeat again.
7.) System shuts down

I have gdm in daemons list (rc.conf) and my .xinitrc has nothing about gdm in it. I noticed something similar when using SLiM; when I had it in my daemons list (not the same system) and killed it later from tty2, it would automatically restart itself.

Any ideas?

Have you tried to remove it from the daemons list in rc.conf and start it from /etc/inittab?
