Alt key codes?

I didn't think about this until I started messaging my german friend, is there a way to turn on alt key codes like they have in windows? I use the ▲, ö, ä, ü, and ø a lot, is there anyway to map them so they can be my alt keys? or can I get the alt keys to default to the windows one or is there a linux equivalent?

You could use the X11 compose key.

How would I get that to work? the only thing I can find on it would be this KEYMAP thing, but after reading it through like 3 times, I have no idea how it would work

Also, if there is a way to make a compose key, could i get the function key to do something like that?
