Any time I do
sudo pacman-key --init
or any command with pacman-key I get
sudo: unable to execute /usr/bin/pacman-key: No such file or directory
This is certainly a drag since I believe this situation wont let me do pacman -Syu.

Set SigLevel = Never and reinstall pacman, then try again.

When I am done I should mark it SigLevel back to PackageRequired , or is there new protocol for that?

If package signing is important to you (I don't see why you shouldn't have it on) then, yes, set it back to what it was before. There was some controversy a few years back about the lack of package signing and the security risks involved, there was a lot of FUD thrown around. So since the devs worked so hard to put that in place, I figure, why not use it? Once you get it set up, it should be pretty transparent.
