[SOLVED] how to format USB hdd ext4 with ownership of file system?

Hi,

Maybe somebody know tricky how to format external USB hdd with ext4 partition to get ownership of file system it's mean full read/write on every Linux machine?

ps
Before I used gnome disk utility to do it but in new version 3.8.2 no more ownership of file system option.

The issue doesn't exist anymore in new Arch installation.
