Wine broke itself

If I try to open a .exe installer using Wine (has worked since wine 1.6) it no longer works, opening up winecfg does not work either. I have reinstalled wine and the problem still persists.

Here is the output when I try and open winecfg

Read the Wine Developers Guide on how to set up winedbg or another debugger
