Setting wifi power level for multiple interfaces at boot

I have two wireless interfaces:
* one connecting to a far network with a high gain antenna using systemd/wpa-supplicant
* one creating a local access point with hostapd.

After some trials with:

iwconfig wlan0 txpower 15

I've found out that reducing the power level to 15db of both the devices does not impact the performances.

I would like to know what is the best way to make this persistent after reboot.
Can I attach the commands to existing systemd rules or do I need to provide new ones?
