Cant change keyboard layout

I`m from brazil, keyboard layout is set to US and i just cant change.
Already went to the Arch wiki and nothing.
Already went to some Brazilians linux forums and nothing.
It`s horrible to `setxkbmap br every time i turn on my arch.

I tried to edit de vconsole.conf. Did not worked.
I tried that xorg method. Did not worked.

localectl status

System Locale: LANG=pt_BR.UTF-8
       VC Keymap: br-abnt2
      X11 Layout: br

setxkbmap -query

rules:      evdev
model:      tm2030USB-102
layout:     br
