If you are wanting network access on the arch box then follow the wiki on configuring ethernet for your box. For a wired connection look at Systemd-networkd, you can also use Netctl.

beetterfly,
this sounds like that win XP box is in some kind of closed network with restrictions on internet access.
Are you sure you're not violating policies by trying to connect a non-authorized system ?

That's not a real answer, but for now i'll assume you're not violating policies at the mysterious location that windows xp box exists.
Use a command prompt on the windows xp box and run ipconfig /all androute print .
The data we're interested in are :
fixed or dhcp-address, which (sub)-network and netmask
if dhcp, what is the address of the dhcp-server.
addresses of dnsservers
gateway addresses
disconnect the xpbox, connect the arch box.
fixed address: set dns-servers, gateway etc to same values as on the xpbox
if dhcp verify if the archbox got the same settings as the xpbox .
test if internet access works :
ping some-public-ip-address
ping some-public-internet-domain
use browser to retrieve some-public-webpage
