if your old hdd size < that new hdd you can simply use dd to copy all the contents from old drive to new one or even put old drive insted of new one and boot from it. Or you can use fsarchiver to archive your whole filesystem on your old hdd and restore it on new hdd

Don't use dd for this (though FSArchiver does read like a valid option as well), you just want to copy your files, use rsync: https://wiki.archlinux.org/index.php/Rs … tem_backup and then do the relevant fstab adjustments. As mentioned in that snipped you should exclude all the virtual /proc and /dev etc.
For the alternate approach on a new install, generate a list of of installed packages (and pacman -Qm for foreign, i.e. AUR packages, if you want them explicitly)

You can safely use dd for migrating all the stuff from previous system to new one if old HDD is smaller that new HDD, fsarchver is more comlicated way but more flexible, and you can use it even if new hdd is smaller, the only obvious condition is that data on old-hdd should fit in new one.
