When I use bluetoothctl and blueman to scan/find devices it do not find anything.
I have tried to pair three different devices (a cellphone, a game controller and a headset), and each one of them was not found.
I am using a Thinkpad T430. lsusb outputs the following about the Bluetooth hardware on the laptop:
Bus 001 Device 004: ID 0a5c:21e6 Broadcom Corp. BCM20702 Bluetooth 4.0 [ThinkPad]
Bluetooth.service is running, and bluetoothctl do not output any error, it just cannot find anything.

Have you checked whether the device is software or hardware blocked?
