So, I have no problem with this:
Option "XkbLayout" "us,ru"
Option "XkbOptions" "grp:alt_shift_toggle"
But with this:
Option "XkbLayout" "dvorak,ru"
Option "XkbOptions" "grp:alt_shift_toggle"
my keyboard is unresponsive in X. Any ideas why?

From an xterm, does this command work for you `setxkbmap ru dvorak' ? This should be the equivilant "runtime" command to accomplish your goal. You might want to check your xorg option line's format though, I'm using us dvorak and my line is as follows:
Option "XkbLayout" "us dvorak"

No luck. Running 'setxkbmap dvorak' or `setxkbmap dvorak ru' gets me in dvorak, but I can't switch to ru. Running`setxkbmap ru dvorak' returns this error:
[~]$ setxkbmap ru dvorak
Error loading new keyboard description

dvorak is a variant, not a layout.
For me I use layout: US variant: dvorak.

Depends, there is both a dvorak layout and a dvorak variant on all languages if i recall right. But since the keyboard is unresponsive in X i shall have to ask for your complete Xorg.conf to be of any help, the problem can be elsewhere.
