I don't know, I don't think there is, you need to edit the theme...

Oh, and I just had another thought: The standard gnome appearance app can do this, as well.
To everyone suggesting tools to change themes: Read the post again. He wants to change to color scheme, not the theme itself.

the gnome appearance app doesnt do this so well, if your wanting change a simple color it might be useful, but if you want any decent control i suggest editing the gtkrc, grab a copy of gcolor2 to figure out the color code you want and add it to gtkrc. hope this helps i cant think of any good apps to do this

I already have lxappearance for managing the GTK+ engine and icons. I'll try editing my gtkrc by copying colors with a color picker applet.
