Does anyone know what good video chat packages exist. I have been using skype, but it does not work very well with my webcam, and I am sure there are some open source packages that do as good of a job. Are there any suggestions?

for sip you might want to check ekiga or empathy. empathy also does jabber video calls, but not yet to gtalk. video chat with msn is planned for the future.
the next major version of pidgin is most likely to have video chat for jabber too.

I know some of us are all about FOSS, well... I suggest Skype or Kopete or aMSN. Kopete works with MSN/Yahoo!, and Skype works with, well.... skype but there are a lot of laymen who use Skype versus computer techies with SIP.

Personally I use Skype-works great with my Logitech Quick Cam

I can imagine that it might be somewhat slow with your webcam? Skype actually was the second fastest webcam app for me next to Kopete, which showed every frame. Even my atom netbook works quite fast with skype. Have you tried lowering your webcam's resolution?
