For the past few days, Pacman has done nothing when I issue "pacman -Syu". It claims no package updates are available, but I KNOW that updates are available. And yet, it says there aren't. I've tried running "pacman -Syy" and reinstalling pacman-mirrorlist, but those have done no good. What's going on?

Re-installing the mirrorlist would be futile if you are using the same mirror,
have you tried a different mirror ?

You can also use reflector to retrieve a filtered set of mirrors from that page.
