workspaces in xfce being renamed

Greetings,

I use xfce4. My workspaces are being renamed every second boot or so. I'm running bmpanel which shows the names. Space 2, 3 and 4 are renamed to "Workspace 2", "Workspace 3" and "Workspace 4". Only the first one is called "C" as intended. It seems that the file .config/xfce4/xfconf/xfce-perchannel-xml/xfwm4.xml is being changed by something all the time. I have given it to root so my user can't write to it. Now it belongs to my user again, have no idea why.

Is there a way to log all processes which write to this file? Or does anyone know, why this happens?
