Virtual terminals, systemd, and the Xorg display

After recently switching my init system from sysvinit to systemd I have noticed that the X11 display is not being assigned to a virtual terminal (i.e. virtual console) consistently when invoked via the startx command.  Sometimes the X11 display winds up on vt2, sometimes vt3, sometimes vt6, etc.  Under sysvinit it was always placed on vt7.

Does anyone what exactly is causing this change is and is there a way to configure my system such that the X11 display is always designated the same virtual terminal?
