After I installed Arch yesterday, I ran
watch grep \"cpu MHz\" /proc/cpuinfo
to check whether the frequency scaling is working fine.
The reading was fluctuating between 1200.00 and 2200.00 constantly on idle with 0.5% usage. While in Ubuntu based distributions, it remains on 1200.00 on idle, only increasing when I am doing something heavier. Both of the distributions are using ondemand governor by default. I got the same behavior after booting from the Arch ISO too. Is there something different about how kernel in Arch is compiled?

CPU: Intel Core 2 Duo T6600 2.20 GHz
RAM: 4 GB DDR2

Nope. In both
cat /sys/devices/system/cpu/cpufreq/ondemand/up_threshold
returns 95.
EDIT: I tested several other distributions and upgraded their kernel to match the one found in either core repository (3.15.5) or the Arch ISO (3.15.3) and it turns out that Arch is the odd one out here. I'll test again once 3.16 comes out.
