I am using Arch Linux with GNOME 3.20, I usually get update pop-ups on the top of my screen saying "System updates available", I usually ignore them. I update them after sometime when ever I get sufficient internet data.
But next time when I try to update using command line, Everything is already downloaded !!!! . Only installation is remaining. This is something I don't want.

As you can see above, There is no Net download size. This happens a lot of time.
Once, this happened : I had checked the net download size, it was 128MiB, I had little internet data, So I thought I will do that later, But when I checked later, Shockingly, It showed only 1.4MiB to be downloaded. What is happening on my system ??
Is it normal behaviour ?? How can I disable this?. I do not want my system to Download/Upload ANYTHING without my intervention.
Please help me solve this.

gnome-packagekit might be doing this perhaps? Or some other GUI update application you have installed.

I solved the issue by setting Gnome-Software's download-updates to false ( I hope it is solved )
$ gsettings set org.gnome.software download-updates false
This was a GNOME problem, not Arch specific.

This is not normal behavior. This is actually explicitly unsupported behavior. If you can run "pacman -Su" to upgrade your system then something is running "pacman -Sy" (or apparently "pacman -Syuw"), which is a partial upgrade (new databases, old packages).
You have definitely installed or configured something to do this yourself, and only you can tell us what.

Someone needs to tell GNOME that their downloader may break Arch systems and that it should leave the system databases alone without direct user intervention.

I have installed "gnome-software" , may be that is doing all this. I think, what I have done now has solved the issue. But I am not sure until next update.

It has to be something running as root or system service, or you somehow gave it permission to write to the database. Either way that is a big no no a a good recipe for getting things borked.
