dnsmasq dhcp-hostsfile not used

I have this in my dnsmasq.conf file

# dhcp configuration
# Us and us alone
dhcp-authoritative
dhcp-range=192.168.111.2,192.168.111.29,30m
dhcp-hostsfile=/etc/dnsmasq.hosts.conf

and this in the dnsmasq.hosts.conf file

D8:67:D9:D2:4A:C2,saturn, 192.168.111.001,infinite
00:1B:A9:2D:C3:96,enceladus, 192.168.111.005,infinite
00:27:0E:08:17:26,janus, 192.168.111.008,infinite
00:D0:4B:81:81:1E,tethys, 192.168.111.007,infinite
00:08:9b:ea:79:75,daphnis, 192.168.111.010,infinite
00:23:f8:2c:ae:a3,atlas, 192.168.111.011,infinite
00:05:CD:21:B4:A3,pandora
a4:77:33:8a:e4:92,polydeuces
00:23:f8:2c:ae:a2,atlas

dnsmasq, however, fails to assign the proper names to the hosts. Including static IP adresses is also not working. The hosts get random ip adresses.
Is there something wrong with the format of the files?
