Cannot enter system configuration

Hey,  I'm having trouble when clicking on any of the administration apps from the system -> administration menu.  The only one that seems to come up with enter administrator password is the login window app,  the rest, network, services, shared folder etc.  give me the error "The configuration could not be loaded,  you are not aloud to access the system configuration".  If anyone has any information or a fix for this that would be great, thanks in advance.  Included is a screen shot of the error.
