[SOLVED] Permission Denied

I log in with root and my pass i choosed and try to do some changes to make pacman work (pacman -Syu). I have do many things but i always get this error: -bash: ./etc/rc.conf: Permission denied. I follow the tutorial i want to do 2 things. To change the network in it and then to change mirror. If it is easy please write the mirror command too.

How will i open mirror list, sorry if this is a stupid question but i cant open it.

You can't "./etc/rc.conf", you need to open for editing with an editor.  e.g

vim /etc/rc.conf

nano /etc/rc.conf

The command above tries to run it as an executable hence the permission denied error.
