BluRay to Ogg How To Request

Good Evening arch Community,

I've received a BluRay reader over the holidays. I have been able to "rip" it with makeMKV. The only issue, is that MKV encoded it to mkv files with the wrong framerate (~60fps).

VLC, MPLayer seem to me "notchety" in their mkv playback of the 1080p files. Not smooth.

Does anyone in the community know a method for me to re-rip the BluRay discs into Ogg format?
