i am in a college so connect to the net through a proxy.
i use rankmirror to rank my top 10 mirrors but still pacman upgrades or installs packages with a success rate of about only 20% .
it genrally dounloads and upgrades the small "core pacages" but fails when it comes to opgrading big files...
Someone please help... what is the reason of this flickering nature?

Does downloading files manually work? Then you might try to specify an alternative XferCommand in /etc/pacman.conf. Doing that might also give you a better hint about why it fails

1. Rankmirrors does not check if the mirror is actually up to date and working. Only ever use it on a small list of known good mirrors
2. Don't just say "it fails". Post the whole and exact output from pacman, including the exact command you used to execute it.

Ha, I'll blow the trumpet for reflector again! I've always got the fastest, most up-to-date mirrors in my mirrorlist

tried the alternative Xfer command, i.e uncommented this line and now it's working fine.
XferCommand = /usr/bin/wget -4 --passive-ftp -c -O %o %u
but still i wanna know why it wasn't working earlier..

I had a similar problem not too long ago and reflector was the answer.
