Why do most PDF viewers lack the ability to zoom more than 4x?

Are there any pdf viewers, apart from acrobat, that allow you to zoom in more than 400%? 

Evince, mupdf, xpdf, zathura, okular & epdfview all fail. 

And for me, Foxitreader distorts the page aspect ratio for the graphic in the pdf (taller than it should be - other pdfs are fine).

Because you failed in changing the value of zoom_max in the zathura configuration.
