Did you run
aticonfig --initial
and is fglrx in the MODULES array of your rc.conf?

Thanks i got it going. Now to fix vaapi and smplayer. Is there a way to tell when vlc is using vaapi?

You can enable hw acceleration from VLC's advanced settings.

If you installed the xvba package, then it's working. You can also check with
aticonfig --od-getclocks
when an HD movie is playing.

Wait, do you NEED Vaapi to do hd? Because I'm using -utils from the repo on my 5730 and it does fullscreen 720p fine, and I'm pretty sure I'm not using Vaapi...

If you are not using VAAPI, video decoding is handled by the CPU. Using VAAPI, however, most of that work is off loaded to the GPU.

Ok so i got libva installed, xvba from the catalyst repo installed and smplayer still refuses to output vaapi. I can hear the audio fine but no video. Im using mplayer2-git, would that make a difference? I read on the forums and saw vaapi support had been added.

Can you try the mplayer-vaapi package in [community]? After that try to test it like this:
mplayer -vo vaapi:gl -va vaapi <your-video.avi>

Yes with mplayer-vaapi it works fine. But whenever im browsing and scrlling around i can hear the video in the background stuttering. Someone recommened mplayer2 for that. Thats why i want to try it out.
