Not allowed to change my own clock (or any system stuff)!

After a fresh install of Arch I find that I cannot use any of the system elements - eg changing the time on the clock etc.
I just get told 'The configuration could not be loaded. You aro not allowed to access the system configuration' - I've been trying to solve this all day but with no luck.
Running the command from the terminal gives me:

Liboobs-WARNING **: There was an unknown error communicating with the backends: The name org.freedesktop.SystemToolsBackends was not provided by any .service files

I'm a member of wheel, adm, users etc.. and have root privileges - can su fine.etc...

Any thoughts?
