XFCE 4.6 slow to load [SOLVED]

I'm having some issues with starting XFCE 4.6.  This is on my dell mini 9 netbook, so I'm trying to get boot time from power on to complete desktop under 20 seconds.  However, Starting X to the desktop finishing loading takes 15 seconds.  If I use a splash screen, it'll show it..then it'll go away, and then about 10 seconds later the desktop will be usable.  Until then the panel looks slightly corrupted and the background takes awhile to appear.

I've completely removed .cache and .config to see if it was a configuration file issue, but they're fine.  I've run with and without composite, and with and without UXA + Kernel Mode Setting (UXA freezes X in about 5 seconds if I don't use i915.modeset=1)  Also using a custom, stripped down 2.6.29-rc8 kernel. (I've tried with the standard 2.6.28 ARCH kernel, and haven't had much speedup with that either)

So, has anyone run into this problem and/or knows a fix?

It looks like this was a problem with it trying to switch the keyboard.  I told it to use system defaults under the keyboard layout, and it's no longer taking 15 seconds.

Messing around with this some more, it looks like it's a hal/evdev problem with the keyboard..I'll get a lot of scroll in my console with messages like these:

Currently trying to figure out why this is, and how to fix it.

I just had the same problem after latest update. Xfce took 15 seconds longer than usual to start, while CPU load was 100% and a repeating error message appeared in ~/.xsession-errors

** (xfwm4:5167): CRITICAL **: getBoolValue: assertion `G_VALUE_TYPE(rc[i].value) == G_TYPE_BOOLEAN' failed

After switching to the system default keyboard layout Xfce is up and ready in 7 seconds again. Thanks to soleblaze and avivt.

I'm running xfce 4.6.1. Xfce menu > Settings > Keyboard > Layout tab is set to "Use systems defaults".
/etc/hal/fdi/policy contains only the file preferences.fdi

My .xsession-errors file has hundreds (> 700) lines that say
** (xfwm4:1782): CRITICAL **: getBoolValue: assertion `G_VALUE_TYPE(rc[i].value) == G_TYPE_BOOLEAN' failed
