how do you keybind PageUP and PageDOWN buttons? like for the ENTER button its "Return" ... ?aand here's mine:

"Prior" for "Page Up" and and "Next" for "Page Down" work for keybindings in rc.xml.

The names of the keys can be found in /usr/include/X11/keysymdef.h (for "normal" keys) and /usr/include/X11/XF86keysym.h (for the "special" keys that some keyboards have).

it is a gui to help configure tint2.
I have not used it though, i have a tint2 config i dare not touch

I think this is no longer required as in tint2 0.10 there is tint2conf in the package, this looks like the same. And you can have more than one tint2 configuration, there you can choose which one you like the use.

It's actually conkyforecast which is in the AUR. I just modified the example conkyrc to fit my area.
