sometimes when I let the desktop sleep, using latest kernel and mesa and gnome/wayland/nvidia, kms, etc, it wakes up with 2nd monitor still unresponsive, then I have to basically toggle the resolution or refresh rate by changing a setting to something else and back to make the 2nd monitor wake up again. also this has a funny effect on the behavior of the hide top bar extension, requiring me to turn the extensions on and off as well.

I too sometimes experience this problem. Does changing to different virtual terminal (Ctrl + Alt + F2/3/4/5) bring back the second monitor?
When this happens, I change the VT temporarily and change back to the VT with GUI.
