You are not logged in.
Try installing using the PKGBUILD from Arch git:

It already includes the patch and should work. Remember to get both files from the directory.
Concerning missing command.com, DOSEMU requires unpacked DOS binaries somewhere on your HD. See here for more info:

You probably installed the compiled dosemu in /usr/local, where the one from arch repo uses just /usr
A simple solution is just do copy /usr/share/dosemu over to /usr/local/share/dosemu and everything should work like it did before.

For those interested: it seems Sergey (dosemu Arch maintaner) has already made the new release that solves the problem. It is available via pacman. Also, new kernel releases have form of x.y.z, so this shouldn't be an issue anymore.
