Installing polkit-gnome fixed it for me too after reading your post above. I did not decipher from the bug report that polkit-gnome was required for thunar in Xfce - only perhaps for thunar in gnome. I wish this had been made more clear in the bug report I filed.
The thunar maintainer for arch wrote: Remove org.freedesktop.udisks.pkla; mounting/unmounting of removable media should continue to function through gvfs. No mention that polkit-gnome was required as well (for all desktops I imagine). I already did have polkit installed - just not polkit-gnome. Polkit was working, just missing some pieces for full functionality.
In the end, I consider it a bug if a dependency is not listed as required or optional.

I have polkit-gnome installed, and it is running but thunar still cannot mount without the pkla file.

It's working here with thunar as regular user. I have udisks installed. Latest set of updates I performed broke it for a time. Pacman renamed /etc/polkit-1/localauthority/50-local.d/org.freedesktop.udisks.pkla to /etc/polkit-1/localauthority/50-local.d/org.freedesktop.udisks.pkla.pacsave. I had to remove the .pacsave extension [at least the extension was named something like that].
For reference, here is what I have in /etc/polkit-1/localauthority/50-local.d/org.freedesktop.udisks.pkla
Change 'myself' to your username.[Local Users] Identity=unix-user:myself Identity=unix-group:storage Action=org.freedesktop.udisks.* ResultAny=yes ResultInactive=no ResultActive=yes

solved it... the info on the wiki about auto-mounting and starting xfce with slim is correct, apparently I didn't properly follow the wiki the first time...
