@JKAbrams - this doesn't sound like the same problem.  Your workaround should work.  Have you read the wiki article Persistent block device naming?

This is exacly the information I didn't know I was looking for. Did not realize the device order was undetermined. This is one of those things when the more you learn about the underlaying complexity of technology, the more amazed you are that it actually works as often as it does, rather than the other way around.
