I have a proposal for pacman
When I were delete kde (pacman -Sc kde) some of package didn't download & install(like Kget) !!!!!!!!!!!!!!!!!!!!!!!!!
So I think if pacman check the packages me and any one don't have this problem
When I debug my packages ( pacman --debug -Syu ) packages were are correct & maybe pacman don't check the downloaded files(and If packages didn't download redownload it.)
So if there is not one package it have error I think it was error 23 or 32 for me when I debug packages
I hope this post was helpful for Arch Linux.

'pacman -Sc kde' is an incorrect entry. 'pacman -Sc' removes old packages from pacman's cache - please note that you do not specify any package name. If you want to remove kde from your system, use 'pacman -R kde'.

pacman -Syu is the only correct way to update your system, --debug is optional, of course.

I do not understand the rest of your post. If you want your idea to be considered by pacman's developers, submit a proper feature request in the bugtracker.

And once again - PLEASE STOP USING EXCLAMATION MARKS.
