No, the Arch packager will NOT adopt v0.9.x, he would have already done so long ago if he wanted. I consider it stupid because I think branch 0.9.x is more stable nowadays.
But no, officially compiz 0.9.x is NOT stable, so it won't be adopted (out of pure formality I guess...).

Technically, the latest "stable" version (in terms of major version
numbers) is 0.8.8.The latest stabilized "unstable" series is 0.9.9.0
And the latest development version is 0.9.10.0.
We haven't made a stable (0.10.0) series of the post 0.9.0 work, and
in light of developments in terms of where Unity is heading and the
general declining usage of Compiz, there isn't any plan to at the
moment.
So good luck waiting for v0.10...
What I do not understand however, is why the maintainer won't update the package to v0.8.9, which is now the latest stable!

So I plead for an upgrade to compiz v0.8.9, which undoubtedly is the latest STABLE.

Maybe because it doesn't change almost anything, and committing 6 or 7 unimportant changes doesn't mean that development isn't stalled? It's very likely that compiz will be dropped, take a look at arch-dev-public for more info.
