Your problem was/is twofold. First, was the /dev/dvd -> /dev/sr0 change. The second problem is with DeCSS -- you cannot obtain the cryptography keys. Any chance you are using a Sony laptop?

It just crossed my mind that this may be a 64 bit compatibility issue. Is there by any chance a 64 bit version or plugin for libdvdcss?

There is indeed an x86_64 libdvdcss package. So it shouldn't be a 64bit compatibility problem...

Yes, however I'm not sure how to edit what you asked me to. I'm still new to editing config files and whatnot.
Update: I've tried both methods mentioned in your email and still get the same result.
Update 2: For some reason, when using Linux Mint (unfortunately), I could get regionset working and thus VLC now plays DVD's on any Linux distro. I'm now happily using my Arch box to watch Seinfeld . Thank you for all of your help!
