Wouldn't it be solved if I fully reinstall arch or do I have to do this each time I install it ?

Reinstalling would avoid needing to do this particular update but updates regularly require manual intervention so if you want to use Arch and don't want to be reinstalling all the time, you need to deal with such interventions. Reinstalling to avoid needing to follow these particular instructions just postpones the point at which you will have to take responsibility for updating your system properly.
