After upgrading to KDE 4.11.3 tonight and rebooting, I noticed system notification sounds stopped working. And now if I try to play a test sound through KDE System Settings > Multimedia or KDE System Settings > Application and System Notifications, it crashes immediately with the following error in the console:
systemsettings: symbol lookup error: /usr/lib/kde4/plugins/phonon_backend/phonon_gstreamer.so: undefined symbol: _ZN6PhononlsE6QDebugRKNS_5StateE
I tried reinstalling phonon-gstreamer, pulseaudio, and gstreamer0.10-good-plugins, but that didn't fix it. In fact, I got the following error during the reinstall (which may be unrelated):
(gconftool-2:1965): GConf-WARNING **: Client failed to connect to the D-BUS daemon:
/usr/bin/dbus-launch terminated abnormally with the following error: No protocol specified
Autolaunch error: X11 initialization failed.
Audio through the Flash plugin still works, but I don't think it uses Phonon. Please help!

So a little more digging reveals that the phonon package is out of date. Argh.

I suffer from the same problem, and created a bug report from your initial post here: https://bugs.archlinux.org/task/37661

Seems phonon-qt4 (which replaces phonon) has been removed from [extra] instead of phonon.
I'll push phonon-qt4 again in some minute.
