I doubt that pulseaudio actually interprets what it is playing. It just [re]mixes, conditions and provides data streams to the backend. You have to figure the appropriate command for mpv yourself or provide more information, I am not capable of troubleshooting everything for everyone, learn to do that on your own.
The main point was to get an application to playback lossy files, which you did successfully with clementine. Post your pulseaudio configuration files then, but "egrep -v '^#|^;'" first, so that all comments are skipped. You could also post the rc for vlc:
egrep -v '^#|^$' ~/.config/vlc/vlcrc Did you try an another version of vlc from AUR for example? There is also a git package for pulseaudio. Check/search for any news about bugs in pa or codecs.
Then post some information about those files using mediainfo or 'ffmpeg -i audiofile'.
