I installed the AUR package and the backlight issue seems solved. I'll keep an eye for any possible regressions or secondary effects. Thanks.

I only made the patch from the description. The real solution I suppose that is report the bug to kernel linux, where is the principal problem and to gnome that ignore the xorg.d file.

I've discovered a better solution to this problem. It is adding the "video.disable_backlight_sysfs_if=1" kernel parameter without acpi_backlight=vendor. The Toshiba device disappears altogether rendering the patch unnecessary.
