That's not controlled by thunar, that's in your gtk preferences. If you run gnome (or gnome-settings-daemon) you can set it up in the options somewhere, if you run xfce you can set it up in (i think) the gui preferences setings panel, if you don't run gnome or xfce or either of their settings daemons, then just add the following line to a gtkrc file (like ~/.gtkrc-2.0 or ~/.gtkrc.mine):

gtk-toolbar-style=GTK_TOOLBAR_ICONS

The default setup is a little different but it's pretty easy to get to this minimal look. And it requires 2.5.16 (fvwm-devel from unstable).

the theme's called cobble by  lokheed who also made the gperfection2 icons... and when I saw the combination of grey, orange and black together with arch's blue... i fell in love immediately wink
