Look up which DNS server is used by the working system and try that - there's something messing up stuff. Google DNS isn't google DNS and despite port 53 is open on 8.3.127.2 you cannot use it for dns requests ...
To be sure it's not the box itself: "sudo iptables -S"

Out of curiosity: where do you live and who's your ISP (googling that along DNS might get you an answer ...)

PS: you don't have some stale system-resolved running, do you?

sudo iptables gives me

-P INPUT ACCEPT
-P FORWARD ACCEPT
-P OUTPUT ACCEPT

Yeah, I'll try the DNS servers on the working system. I live on a University that is their own ISP, so I might be getting shafted by the IT department. I'll check it out.
